What do the letters in the filing scheme references mean? I would have expected to look under H for Health and Safety, but this doesn't seem to be the case.

The reference numbers do not have any significance beyond being unique to a particular level and folder. It is difficult to maintain referencing systems where the letters in a reference number relate to the title of the level, for example Audit, Alumni Relations and Academic Administration are all level 1 headings beginning with A. It is easier to maintain a system where the reference numbers have no significance.
